Ирина Розанова родилась в Рязани. Родители — актёры (позже играли на сцене Рязанского драматического театра) Юрий Розанов и Зоя Белова (род. 1927; с 1974 года — народная артистка РСФСР; c 1989 года — «Почётный гражданин города Рязани»)[4]. В 1988 году окончила ГИТИС. В 1984—1988 годах — актриса театра им. Владимира Маяковского, в 1988—1990 годах — театра-студии «Человек», в 1991—1998 годах — театра на Малой Бронной, в 1998—1999 годах — театра Ленком, в настоящее время — театра им. Моссовета. В кино — с 1985 года (первая роль — Люся в телевизионном фильме «Подружка моя»).
