Sung-Bum is a hot-tempered detective who relies on his intuition to crack cases. He rarely comes across a case that he cannot solve. The body of a police officer is then discovered in a burned out car near an abandoned building. Drugs are also found near the dead officer. To catch the killer the police department sets up a special investigation unit for the case. Sung-Bum takes part in the investigation. Ho-Ryong is a young, confident man who works as a criminal profiler. He trained with the F.B.I. in the United States. Ho-Ryong is also assigned to the special investigation unit. Ho-Ryong relies on evidence rather than instinct. Detective Sung-Bum takes an immediate dislike for Ho-Ryong.

The direction they probably decided to go was to be another "Secret Reunion" or "L.A. Confidential". But this movie is just really poorly directed and edited and is pretty much a mess. You can tell the director was influenced by other thriller flicks but he just doesn't know how to make a coherent investigation movie. It's like he got a whole bunch of ideas that isn't effective to go with each other but blended all into one crap anyways. Nothing about this movie is memorable, in fact it's easily forgettable. I can't even remember half the stuff that happened in the movie while I am typing this review. The plot is basically a buddy cop movie, one being the wild one that does whatever it takes to get the job done without putting much emphasis on calculating the situation. The other one is a methodical guy that calculates everything. It might have worked if the direction is coherent but it isn't. And it's also generic as KOREAN cop movies get, with all the cops acting overly obnoxious including the criminals while they beat each others over the head, literally. The cops in this movie is just so overly incompetent it gets annoying and that includes the criminals as well. Also Won Joo who is trying to be the next Kang Dong Won or something but he can't act, not saying Kang Dong won is a great actor either. Overall this is a very incompetent cop movie that isn't really worth the time.3.9/10

it looked so promising when the movie started, but gradually it fell apart like a messy chop suey. the screenplay was a clusterfxxk with so many scenes jammed together. the scenario was also a formulaic one, a typical corrupted cop, loyalty, betrayals, double cross, comrade partnership, money, dope storyline that went from clear to vague, smart to stupid. what can i say? there were moments that i couldn't help shouting: "are you serious?!", "WTF?!", "so easily to miss?" and so on. first we got a female cop got to pee during the surveillance job, then the culprit just appeared at that moment; then we got the ambush, then the traitor chief threw a coin to warn the guy; then during another surveillance, the detective went into the convenient store to buy some junk food, then the corrupted cop entered the store, and the cop just stooped to find some bread, then right at that moment the target paid and left, and at that moment, the other cop with fbi training was so conveniently slept in the car, then bang! then....turned out all the top dogs of police from the chief of police, the deputy chief, the lieutenant, the captain....all way down were all bad apples. this is so stupid and ridiculous to the extreme. what a mess! this is the evidence how bad this screenplay was written and how bad the movie was directed, and how all the good actors got to acted stupid by the stipulations of the stupid screenplay and the lousy director's guidance. korean cop movies are supposed to be one of the best in the world, on par to the french ones and almost turned superior to what Hollywood could have produced, but sadly, this s.i.u. (special investigation unit) was one bad apple in the bucket.
